Resolution relative to the establishment of a hiring freeze for the City of West Allis.
Body
WHEREAS, Governor James Doyle has recommended a reduction in State Shared Revenues in his proposed 2003-2005 Biennium Budget; and,
WHEREAS, said budget reductions will result in over a $1,000,000 reduction in State Shared Revenue for the City; and,
WHEREAS, the State Legislature is currently discussing alternatives and other ideas to Governor Doyle's State budget recommendations; and,
WHEREAS, said discussions could possibly result in larger reductions in State Shared Revenues and/or State tax levy or rate limits; and,
WHEREAS, both Governor Doyle's recommendations and any additional changes by the State Legislature will cause significant impact on the City's budget; and,
WHEREAS, said budget impacts will cause the City to consider all alternatives; and,
WHEREAS, said alternatives will include but not be limited to other revenue sources, level of property taxation, operational changes, services provided, staffing levels, and all categories of expenditure; and,
WHEREAS, it is in the best interest of the City to maintain the availability of all options at this time for consideration; and,
WHEREAS, one of those options is staffing levels as it relates to operations and services.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that a hiring freeze on all positions is hereby established, with the exception of any positions previously approved by the Council, those that are currently in the recruitment process, and those involving financially-saving reorganizations.
BE IT FURTHER RESOLVED that the Administration & Finance Committee is hereby authorized to grant exceptions to this hiring freeze based on special or unusual circumstances.
BE IT FURTHER RESOLVED that said hiring freeze shall sunset upon adoption of the 2004 Budget by the Common Council.
