Title
Resolution relative to a Historic Preservation Facade Improvement Project and overall progress made on building improvements by Epikos Church, the property owner for the property located at 6217-6301 W. Greenfield Ave. and 6220 W. National Ave. within the Six Points/Farmers Market Redevelopment Area.

Body
WHEREAS, the $50,000 grant towards architectural services approved by the Common Council Resolution number R-2011-0218 on October 18, 2011 could not be used because of stipulations by the Wisconsin Historical Society that would have made the project infeasible; and,

WHEREAS, within an agreement approved by the Common Council on June 7, 2011, as Exhibit A to Resolution R-2011-0133, Epikos Church had agreed to pay the City $60,000 if the City constructs a parking lot within the block bounded by W. Orchard St., S. 62 St. W. National Ave. and S. 63 St. (“Parking Lot A”) or $110,000 if the City constructs a minimum of thirty (30) parking stalls within the City owned property located in the 1300 block between S. 62 St. and S. 63 St. (“Parking Lot B”) so long as construction is completed prior to January 1, 2014; and,

WHEREAS, in order to compensate Epikos Church for the $50,000 architectural services grant Epikos Church and the City of West Allis have agreed to reduce the amount Epikos Church would owe the City of West Allis in Section 2a of Exhibit A to Resolution R-2011-0133 by $50,000 for the construction of Parking Lot A or Parking Lot B; and,

WHEREAS, within Section 4 of Exhibit A to Resolution R-2011-0133 the City of West Allis agreed to refund Epikos Church's $50,000 performance guarantee if they completed certain items by September 1, 2012; and,

WHEREAS, Epikos Church has spent over $2 million refurbishing the Historic Paradise Theatre; and,

WHEREAS, the City of West Allis Building Inspection Department agrees that Epikos Church is substantially complete with the items listed in Section 4b of Exhibit A to Resolution R-2011-0133; and,...
