Title
Resolution amending the Neighborhood Stabilization Program (NSP) budget for funding awarded to the City of West Allis from the Wisconsin Department of Commerce.

Body
WHEREAS, the Wisconsin Department of Commerce ("Commerce") received $38.9 million in
Neighborhood Stabilization Program ("NSP") funds from the U.S. Department of Housing and Urban Development ("HUD"); and,

WHEREAS, through Resolution No. R-2009-0249, the Common Council authorized the City of West Allis ("City") to enter into an Intergovernmental Agreement with Milwaukee County, City of Milwaukee and City of Cudahy in the creation of a Milwaukee County Regional Consortium, which was awarded $1.3 million in NSP funds from Commerce in May 2009; and,

WHEREAS, through Resolution No. R-2010-0175, the Common Council authorized the awarding of the $848,192 in NSP funds towards the acquisition/rehab/demo/new construction/resale of foreclosed-upon properties and the staff time and resources to deliver and sell the projects; and,

WHEREAS, the Wisconsin Department of Commerce has offered an additional $100,000 of NSP1 funds to the City, to be allocated towards acquisition and/or design services for the Highland Commons project at 6640 & 6700 W. Beloit Rd., with funds being awarded from the City to Highland Commons, LLC and/or Barrientos Design & Consulting; or such other person, firm, corporation or other entity selected to complete the Highland Commons project; and,

WHEREAS, the City of West Allis is required to fund all NSP-related expenses upfront, and will then be reimbursed by Commerce.

NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of West Allis hereby approves the aforementioned budget amendment of $100,000 of Neighborhood Stabilization Program (NSP) funds awarded to the City of West Allis through the awarding of $100,000 to the Milwaukee County Regional Consortium from the Wisconsin Department of Commerce.
