Resolution to oppose the widening of STH 100 and to reserve a corridor for the possible future extension of a roadway.
Body
WHEREAS, on June 21, 2006 the Advisory Committee on Regional Transportation System Planning, of which the City of West Allis is a member, adopted a 2035 regional transportation plan, being a part of the master plan for the physical development of the Region and set forth in SEWRPC Planning Report No. 49, A Regional Transportation System Plan for Southeastern Wisconsin; and
 
WHEREAS, the design year 2035 regional transportation plan for Southeastern Wisconsin, has become the master plan for the general purpose of guiding and accomplishing a coordinated and harmonious development of the entire Region; and that the purpose and effect of the adoption of the master plan shall be to aid the local governments and local government officials, and the State government and State government officials in the performance of their functions and duties; and
WHEREAS, the design year 2035 regional transportation plan includes provision for 6 traffic lanes on STH 100 throughout the City of West Allis as it exists today; and
 
WHEREAS, the State of Wisconsin Department of Transportation has completed a Long Range Vision Study for STH 100 that recommends widening STH 100 to provide additional lanes throughout West Allis that would necessitate the razing of 20 to 45 buildings and further impact 205 to 245 properties; and
 
WHEREAS, the State of Wisconsin Department of Transportation is tentatively planning to reconstruct STH 100 throughout the City of West Allis with a contract letting currently scheduled for September 10, 2018; and
 
WHEREAS, the design year 2035 regional transportation plan also includes an extension of a roadway from West Schlinger Avenue to Watertown Plank Road; and
 
WHEREAS, the State of Wisconsin Department of Transportation is planning to reconstruct the existing I-94 bridge over the Underwood Creek Parkway road and waterway in the year 2015 and 2016 as part of the Zoo Interchange project without making provisions for a future extension of a roadway; and
 
WHEREAS, the State of Wisconsin Department of Transportation is contemplating the construction of a stormwater pond and bicycle trail as part of the Zoo Interchange project that may block construction of a future extension of a roadway; and
 
WHEREAS, the memorandum on the future extension of a roadway as prepared by the Southeastern Wisconsin Regional Planning Commission recommends an alignment for the potential new road on vacant park land already owned by the City of Brookfield and the Milwaukee County Park System; and
 
WHEREAS, the memorandum states that the potential new road would lessen the need for additional traffic lanes and capacity on STH 100;
 
NOW THEREFORE BE IT RESOLVED By the Common Council of the City of West Allis that the City is opposed to the widening of STH 100 throughout the City of West Allis;
 
BE IT FURTHER RESOLVED that the Common Council adopts the recommendations of the memorandum prepared by the Southeastern Wisconsin Regional Planning Commission to make provision for a future extension of a roadway on the alignment recommended as an alternative to the widening of STH 100;
 
BE IT FURTHER RESOLVED that the Common Council requests that the State of Wisconsin Department of Transportation accommodate the future extension of a roadway on the alignment recommended in the construction of their new stormwater pond, bicycle trail and I-94 bridge over Underwood Creek;
