Resolution approving a 2015 Wall Art Program for the City of West Allis for up to $10,000 from the Community & Economic Development Investment Fund.

 

Body

WHEREAS, the Mayor and Common Council of the City of West Allis, along with staff and citizens alike, recognize the importance of image in developing and maintaining neighborhood pride and stability, and establishing place and the value of art; and,

 

WHEREAS, the City seeks to beautify underutilized public and private spaces in a manner that promotes the City and infuses art into the community; and, 

 

WHEREAS, neighboring communities and neighborhoods, including the City of Milwaukee, Menomonee Valley Partners and Layton Boulevard West Neighborhoods have installed wall art in recent years that promotes their image and builds a greater sense of community; and,

 

WHEREAS, in order to facilitate and solicit art from the arts community, similar to other communities, such as Madison, Wisconsin and St. Louis, Missouri, the City will hire a Curator to assist the process of soliciting, selecting and overseeing the procurement and installation of wall art in 2015; and,

 

WHEREAS, the wall art is proposed to be installed on the southern wall of the existing garage building located at 1761 S. 83 St., although an alternate site(s) may be sought, if necessary; and,

 

WHEREAS, the intended theme of the wall art is to promote and respect the vision and character of the city, with a potential homage to the Farmers Market; and,

 

WHEREAS, in order to carry-out this program in a cost-effective manner and attract artistic talent, the City will need to be flexible relative to insurance requirements and accept lower insurance standards, while still safeguarding the City from damage.

 

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that it hereby approves a 2015 Wall Art Program for the City of West Allis in the amount of up to $10,000 from the Community & Economic Development Investment Fund. 

 

BE IT FURTHER RESOLVED that the Mayor or his designee will be involved in reviewing the progress of the 2015 Wall Art Program, including approval of the Curator and art prior to installation. 

 

BE IT FURTHER RESOLVED that the Director of Development, or his designee, is hereby authorized and directed to negotiate, undertake, direct, complete, execute and deliver a contract with a Curator, who will be hired via a Request for Qualifications, to execute the program as described above.

 

BE IT FURTHER RESOLVED that the City Attorney be and is hereby authorized to make such substantive changes, modifications, additions and deletions to and from the various provisions of the Contract, including any and all attachments, exhibits, addendums and amendments as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and further documents as may be reasonably necessary to complete the transactions contemplated therein.
