Resolution approving an amendment to the Community Development Block Grant (CDBG) Program for FY2013 relative to creating a Slum & Blight Removal Project with a budget not to exceed $100,000.00.
Body
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) provides to the City of West Allis an Entitlement Grant of Community Development Block Grant funds (CDBG) of approximately $1.1 million; and,
WHEREAS, the CDBG funds must be allocated through an Annual Plan to programs and activities meeting national objectives of the CDBG Program, such as assisting the needs of low to moderate income people or slum and blight removal; and,
WHEREAS, the City of West Allis Building Inspection and Neighborhood Services Department has identified various properties throughout the City that need to address and remove slum and blight conditions; and,
WHEREAS, the proposed amendment to the adopted FY2013 CDBG Annual Action Plan to create a Slum and Blight Removal Project is eligible for CDBG funds as the program fulfills HUDS's national objective to address slum and blight conditions within a low-income community; and,
WHEREAS, the new activity of Slum and Blight Removal shall have a budget of $100,000 funded through a reduction to the CDBG Contingency Fund; and,
WHEREAS, the Director of Development has recommended approval of the amendment for the creation of the Slum and Blight Removal Project activity and the allocation of funds for the activity budget.
NOW THEREFORE BE IT RESOLVED by the Common Council of the City of West Allis, that it approves an amendment to the CDBG program for 2013 relative to creating a Slum and Blight Removal Project with a budget not to exceed $100,000.
BE IT FURTHER RESOLVED that funding for the creation of a 2013 Slum and Blight Removal Project be made available with a budget of $100,000 through a reduction of $100,000 from the CDBG Contingency Fund.
