Resolution relative to accepting the proposal of South Central Planning and Development Commission for furnishing software, maintenance, and implementation of MyGovernmentOnline permit and licensing software for a two-year total sum not to exceed $75,000

WHEREAS, the City of West Allis has previously resolved to improve efficiency, streamline processes, and control the cost of operations through automation and improvements in technology; and
WHEREAS, the South Central Planning and Development Commission, being another government entity, has developed a permit and licensing software program which it offers to other municipalities at minimal initial costs and monthly maintenance fees; and
WHEREAS, the City Attorney’s Office and Information Technology Department has reviewed and approved the Intergovernmental Agreement for Licensing their software; and
WHEREAS, this solution is being purchased to upgrade service levels of several City departments by creating a digital online portal for permits and licenses in the City, online submittal and tracking of applications and documents, online acceptance of fees, online scheduling of inspections, real time digital results of inspections, and creation of digital letters and correspondence; and
WHEREAS, the only initial costs will be travel costs for staff training and a one-time set up fee for credit card payments; and
WHEREAS, no monthly maintenance and service fees will be paid until the program goes live; and,
WHEREAS, pursuant to Section 66.0303(3)(a) of the Wisconsin Statutes, the proposed Intergovernmental Agreement requires review and determination by the Wisconsin Attorney General that said Agreement is in proper form and compatible with the laws of this state and said review and determination has been requested and is pending.
WHEREAS, the Common Council deems it to be in the best interests of the City of West Allis that the proposal of South Central Planning and Development Commission be accepted.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of West Allis that the proposal submitted by South Central Planning and Development Commission for furnishing software, maintenance, and implementation of the MyGovernmentOnline permit and licensing software, with funding for this purchase to be provided by General City Funds, for a total two-year net sum not to exceed $75,000, be and is hereby accepted.
BE IT FURTHER RESOLVED that said Agreement is effective conditioned upon approval of the Wisconsin Attorney General pursuant to Wisconsin Statute Section 66.0303(3)(a).
