Title

Resolution relative to accepting the sole source proposal of TAPCO for 68 LED street lights in the amount of $21,760 and authorize the appropriate city officials to purchase additional LED street lights using U.S. Department of Energy's Energy Efficiency and Conservation block grant funding in a total amount not to exceed $100,000.

Body

WHEREAS, as the result of WisDOT's contractor installing the incorrect LED street lighting fixtures along Greenfield Avenue and the resulting rejection thereof; and,

 

WHEREAS, WisDOT's contractor has offered the LED street light fixtures to the Public Works Division with a substantial savings; and,

 

WHEREAS, these fixtures meet City design requirements and will be used updating and upgrading the street lighting system; and,

 

WHEREAS, the City is asking for an extension of time to spend the the remaining amount of the EECBG block grant to September 1, 2013, but that the current authorized date that all funding must be spent is April 1, 2013, therefore time is of the essence; and,

 

WHEREAS, if the City is granted the time extension to September 1, 2013, it's the City's intent is to use the EECBG block grant to replace and update the HVAC system at the Health Department building and use any remaining funding for other Department of Energy approved uses; and, 

 

WHEREAS, if the time extension is approved, the City will use the appropriate City funding source for purchasing these LED street lights, if not the City will use the EECBG block grant funding. 

 

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of West Allis that the proposal by TAPCO is accepted and that the appropriate city officials be authorized to appropriate the remaining amount of the EECBG block grant at their discretion and judgment in order to use the funds before the April 1, 2013 deadline.

 

BE IT FURTHER RESOLVED that the Purchasing/Central Services Division be and is hereby authorized to issue a purchase orders as authorized by appropriate City officials for purchases related to the EECBG block grant funding.
