Resolution to approve bid of Bluemel’s Maintenance Services, Inc. for the construction of a new playground area and resurfaced asphalt basketball courts and tennis courts and new concrete surface for a new skateboard park in Liberty Heights Park at 6101 West Orchard Street and for construction of a new playground area in Veterans Memorial Park at 6900 West National Avenue located in the City of West Allis in the amount of $624,935.90.

WHEREAS, The Board of Public Works reports that it duly advertised for bids for the furnishing of certain materials and the performance of all work required for the improvements in a certain area as hereinafter described; that the bids received as shown on the attached bid report were reasonable and hereby recommends and deems it to be for the best interests of the City of West Allis that the bid of Bluemel’s Maintenance Services, Inc. for 2016 Project No. 6 be accepted.
WHEREAS, the Liberty Heights Park and Veteran’s Park projects are funded, the majority, with Community Development Block Grant (CDBG) funds; and,
WHEREAS, the Common Council of the City of West Allis (the “City”) approved recent CDBG budget amendments for both park projects on April 4, 2016 through Resolution No. R-2016-0094; and,
WHEREAS, the Veteran’s Park project cost estimate is approximately $99,000 less than budgeted and the Liberty Heights’s Park project cost estimate is approximately $99,000 more than budgeted; and,
WHEREAS, due to the bid prices received, a CDBG budget amendment shall take place by transferring approximately $99,000 in CDBG funds from the Veteran’s Park CDBG budget to the Liberty Heights CDBG budget.
NOW, THEREFORE, BE IT RESOLVED By the Common Council of the City of West Allis that the bid of Bluemel’s Maintenance Services, Inc. for 2016 Project No. 6 for:
construction of a new playground area and resurfaced asphalt basketball courts and tennis courts and new concrete surface for a new skateboard park in:
Liberty Heights Park
6101 West Orchard Street
PLAN FILE NOS. B-819
and for construction of a new playground area in:
Veterans Memorial Park
6900 West National Avenue
PLAN FILE NOS. B-820
for the sum of Six Hundred Twenty-Four Thousand, Nine-Hundred Thirty-Five and 90/100 dollars ($624,935.90)
be accepted, and the proper City officers are hereby authorized and directed to enter into contractual relations with said contractor for the performance of said work, in accordance with the prices submitted in their proposal and with the specifications of the City of West Allis, and that all other bids received for same be rejected; and,
BE IT FURTHER RESOLVED, that a CDBG budget amendment shall take place by transferring approximately $99,000 in CDBG funds from the Veteran’s Park CDBG budget to the Liberty Heights CDBG budget.
BE IT FURTHER RESOLVED That said improvements be installed with funding by the Community Development Block Grant (CDBG) funds and/or Parks and Playground Improvement Program (PPIP) funds.
