Ordinance to amend Subsection 16.54(3) of the Revised Municipal Code relative to plumbing plan review of commercial buildings and to amend Subsection 16.62(15) relative to establishing plumbing plan review fees.

The Common Council of the City of West Allis do ordain as follows:
PART I. Subsection 16.54(3) of the Revised Municipal Code of the City of West Allis is hereby amended to read:
16.54 Issuance of Permit

(3) Plumbing Plan Review, Non-one- and two-family use properties.
(a) Non-one- and two-family use properties require submittal of plans for installation in accordance with the State of Wisconsin Plumbing Code and this section prior to permit issuance. With all submittals, the Inspector may require the applicant to submit additional plans, drawings, specifications, schedules, literature or other materials such as samples or test reports, as may be necessary to determine code compliance.
(b) Plans are required to be submitted and approved by the Department of Safety and Professional Services (DSPS) in accordance with SPS 382.20(1)(a). A copy of the DSPS approved plans shall be submitted to the Inspector.
(c) Plans are required to be submitted and approved by the City of West Allis in accordance with any of the following conditions:
1. New non-one- and two-family buildings.
2. New installations, additions and alterations to drain systems, vent systems, water service systems, and water distribution systems involving 10 or more plumbing fixtures to be installed in connection with non-one- and two-family buildings.
3. Any other plan required to be submitted to an Agent Municipality in accordance with SPS 382.20(1)(b).

PART II. Subsection 16.62(15) of the Revised Municipal Code of the City of West Allis is hereby amended to read:
16.62 Schedule of Plumbing Permit Fees.

(15) Plan Review.
(a) Non-One- and Two-Family Properties: Fees shall be assessed in accordance with the DSPS Code Section SPS 302.64.
(b) One- and Two-Family properties: $40.00/ 0.5 hr.
(c) Priority Plan Review: The fee for a priority plan review which expedites completion of the plan review for building permit issuance in less than the normal processing time after the plan submission is complete and the plan is considered ready for review shall be five (5) times the plan review fee specified. Review will be completed in three (3) business days or less. For footing/foundation priority review, the review fee is two (2) times the plan review fee. The permit issuance may be held until other municipal agencies have authorized issuance.
(d) Plan examination rejection. Plans that contain substantial errors or omissions may be rejected. A second submission and plan examination fee may be required for re-examination of a plan that has been rejected.
(e) Revision to a previously approved plan: $75.
(f) The Director of the Department or Plumbing Plan Reviewer may waive or reduce plan review fees.

PART III. All ordinances or parts of ordinance contravening the provisions of this ordinance are hereby repealed.
PART IV. This ordinance shall take effect and be in force from and after its passage and publication.
