Resolution authorizing the City Engineer to enter into a State/Municipal Agreement with the Wisconsin Department of Transportation for the reconstruction of Connecting Highway 181 (S. 84th St.).

WHEREAS, S. 84th St. from W. Greenfield Ave. to North City Limits is designated a state truck connecting highway; and,

WHEREAS, WisDOT monetarily assists the City to maintain the connecting highway street through quarterly payments per lane mile with Connecting Highway Aids; and,

WHEREAS, S. 84th St. from W. Greenfield Ave. to North City Limits is in poor condition; and,

WHEREAS, W. Greenfield Ave. was originally built with concrete pavement in 1985; and,

WHEREAS, the WisDOT has notified the City that the connecting highway is due for a reconstruction at the state’s expense for construction with cost shares for design, parking, lighting, sidewalk, and streetscaping, and,

WHEREAS, the WisDOT tentatively scheduled construction for 2030 depending on state funding and the I-94 E/W Freeway project, and,

WHEREAS, the State/Municipal Agreement includes the following major items; Plan Development, Real Estate Acquisition and Construction for the street pavement, traffic signals, storm sewer, and any other incidental street construction impacts.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that the City Engineer be and is hereby authorized and directed to enter into an agreement with the Wisconsin Department of Transportation for the Projects (State ID 2165-05-00), a copy of the State/Municipal Agreements is attached hereto and by reference made a part hereof.

BE IT FURTHER RESOLVED that the total eligible estimated design project cost is $600,000 of which $450,000 is the Federal share and the remaining $120,000 is the local municipal share.  It is understood that West Allis will pay to the State all costs incurred by the State in connection with this project, which exceed the Federal financing commitments, or are ineligible for Federal financing.

BE IT FURTHER RESOLVED that the total eligible estimated construction project cost is $6.8 million of which $6.6 million is anticipated to be the Federal share and the remaining $200,000 is anticipated to be the local municipal share.

BE IT FURTHER RESOLVED that during construction the city will make spot repairs to sanitary sewer and watermain which will be funded by utility funding and is estimated to be $660,000.

BE IT FURTHER RESOLVED that funds for this design work will be budgeted starting in 2024 in the Capital Project Fund, and the services will be charged to Account Number 350-6008-531.31-01.

BE IT FURTHER RESOLVED that the City Engineer forward a certified copy of this Resolution, together with the executed State/Municipal Agreement, to the office of the WisDOT and take whatever further action is required to initiate and effect the street improvement design.
