Title
Resolution authorizing the Director of Development to enter into a professional consulting services contract for the preparation of plans and specifications, and a demolition contract for the demolition of 1619 S. 57 St., at an estimated total amount of $14,000.
 
Body
WHEREAS, the Building Inspections and Neighborhood Services Director has obtained the proper court-ordered raze order for 1619 S. 57 St. (the "Property"), to eliminate the blighting and unsafe environment that the property presents; and,
 
WHEREAS, the Property's blighting condition qualifies all demolition-related expenses to be funded by the Community Development Block Grant (CDBG) Slum & Blight Removal activity as the expenses meet the CDBG Program's national objective of aiding in the prevention or elimination of slums or blight; and,
 
WHEREAS, the Common Council per Resolution No. R-2012-0124 has entered into master contracts with various professional consulting services who have the ability to prepare plans and specifications for demolition projects; and,
 
WHEREAS, it is necessary to enter into a professional consulting services contract for the preparation of plans and specifications in order to obtain quotes for the demolition of the Property; and,
 
WHEREAS, per City procurement procedures, it is necessary to obtain quotes for the demolition of the Property; and,
 
WHEREAS, the Common Council shall authorize the Director of the Department of Development to enter into a demolition contract with the lowest responsible quote for the demolition of the Property; and,
 
WHEREAS, the total project cost of the plans and specifications preparation and the demolition is estimated at approximately $14,000.
 
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis as follows:
 
1.      That the Director of Development, or his designee, is hereby authorized to enter into, execute, and sign all necessary documents for a professional consulting services contract for the preparation of plans and specifications, and enter into, execute, and sign all necessary documents for a demolition contract for the demolition of 1619 S. 57 St., at an estimated total amount of $14,000.
 
2.      That Director of Development, or his designee, is hereby authorized to select the demolition contractor based on the lowest responsible quote for 1619 S. 57 St.  
 
3.      That the sum of approximately $14,000 be and is hereby appropriated from the Community Development Block Grant (CDBG) Slum & Blight Removal activity.
 
4.      That the City Attorney be and is hereby authorized to make such substantive changes, modifications, additions and deletions to and from the various provisions of the professional consulting services and demolition contracts, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and further documents as may be reasonably necessary to complete the transactions contemplated therein.
