Title

Resolution to Reinstate Anthony W. Martin as Master Plumber with the Department of Public Works, by suspending the rules of City Policy and Procedure 1402 and applicable Civil Service Commission Rules and Regulations, as recommended by the Director of Public Works.

Body

WHEREAS, Anthony W. Martin resigned on March 23, 2017 after almost 5 years with the West Allis Department of Public Works as Master Plumber; and,

 

WHEREAS, Mr. Martin has reconsidered his resignation and contacted the Director of Public Works regarding the possibility of being reinstated; and,

 

WHEREAS, during his time with the City Mr. Martin was not only an excellent master plumber, but contributed significantly to the City with his computer skills in areas like Computer Aided Design (CAD) and Geographic Information Systems (GIS), annually certifying the City’s 34 backflow preventers as required by the State of Wisconsin Plumbing Code, troubleshooting and repairing Heating, Ventilating and Air Conditioning systems in City owned buildings and maintaining water quality at the Liberty Heights children pool; and,

 

WHEREAS, if reinstated, Mr. Martin’s duties will be expanded even more on behalf of and benefit to the City by partnering with the Building Inspection and Neighborhood Service Department to provide commercial inspection services and coverage when the plumbing inspector is on vacation; and,

 

WHEREAS, the City Administrator has met with the Director of Public Works and is in agreement that reinstating Mr. Martin is in the best interests of the City; and,

 

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis:

 

1.                     That the appropriate City officials are authorized to suspend the requirements of City Policy and Procedure 1402 and governing Civil Service Commission Rules and Regulations and take any other appropriate action to reinstate Mr. Anthony Martin to his former position as Master Plumber with the City as soon as possible.

 

2.                     That Mr. Martin be reinstated with the full level of all benefits enjoyed when he resigned including health and dental coverage effective immediately upon reinstatement, applicable vacation, random holiday, and sick leave time (barring accrual eligibility between date of resignation and reinstatement), and in accordance with applicable regulations such as those administered by the State of Wisconsin - Department of Employee Trust Funds (WRS and Life Insurance), Section 457 - Deferred Compensation, and Section 125 - Flexible Benefits.

 

3.                     That this act by the Common Council is understood as a one-time action that does not establish future precedent or modify or change in anyway current City Policy or Civil Service Commission Rules and Regulations.
