Resolution authorizing and directing the Director of Public Works/City Engineer to enter into a Purchase Agreement for Equipment and Services for bike share equipment with B-Cycle, LLC, for an amount not to exceed $336,588 and in accordance with the B-Cycle, LLC proposal submitted on March 10, 2017.

Whereas, Common Council Resolution File Number R- 2015-0045, adopted April 7, 2015, authorized and directed the Director of Public Works/City Engineer to enter into a State/Municipal Agreement with the Wisconsin Department of Transportation for $399,360 in federal funding awarded through the Transportation Alternatives Program (TAP) to procure a bike share system; and
Whereas, Common Council Communication File Number 2016-0487 approved on August 2, 2016 recommended the locations for the proposed bike share stations; and
Whereas, The City of Wauwatosa has reported that it duly advertised a Request for Proposal on behalf of the City of Wauwatosa, City of West Allis and Village of Shorewood for furnishing and delivering the bike share equipment and that the proposal submitted on March 10, 2017 from B-Cycle, LLC, and as shown on the attached bid report was reasonable; and,
Whereas, The Common Council deems it to be in the best interests of the City of West Allis that the proposal of B-Cycle, LLC, be accepted.
Now, Therefore Be It Resolved by the Mayor and Common Council of the City of West Allis that the Director of Public Works/City Engineer is directed to execute a Purchase Agreement for Equipment and Services for bike share equipment with B-Cycle, LLC, for an amount not to exceed $336,588, and in accordance with the B-Cycle, LLC, proposal submitted on March 10, 2017.
Be it Further Resolved that the purchase of bike share equipment shall be funded utilizing federal TAP grant funds from the Wisconsin Department of Transportation for 80% of the cost with the remaining 20% local share to be funded by private donations and by First Ring Industrial Redevelopment Enterprise, Inc. funds.
Be it Further Resolved that the Director of Public Works/City Engineer be and is hereby authorized to make such non-substantive changes, modifications, additions and deletions to and from the various provisions of the Purchase Agreement for Equipment and Services, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and further documents as may be reasonably necessary to complete the transactions contemplated therein.
