Title

Resolution Relative to Implementing a City-Wide Curbside/Alleyside Refuse Collection Program in 2004.

Body

WHEREAS, it is the desire of the Common Council to provide quality services to the residents of West Allis; and,

 

WHEREAS, it is the objective of the Common Council to provide these services in a fiscally responsible manner, assuring both effectiveness and cost efficiency; and,

 

WHEREAS, it is currently projected that the City will lose 1.1 million dollars in shared revenue from the State of Wisconsin in 2004; and,

 

WHEREAS, given this projected loss of shared revenue, the City must consider cost saving alternative approaches to providing existing services in an effort to minimize the impact of projected loss of shared revenue; and,

 

WHEREAS, the Public Works Department has studied alternative methods of providing refuse collection services to West Allis residential properties; and,

 

WHEREAS, the implementation of a City-wide curbside/alleyside refuse collection program is projected to save the City between $350,000 and $375,000 annually as compared to costs associated with the existing method of collection; and,

 

WHEREAS, the Department feels that the overall integrity of a vital service can, with minimum inconvenience to most residents, be adequately maintained by implementing the curbside/alleyside collection service and thus take advantage of the projected annual savings to taxpayers;

 

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that it hereby authorizes and directs the Director of Public Works to prepare the necessary details and specifications for the implementation of a City-wide curbside/alleyside refuse collection system for all residential properties in West Allis to take effect May 3, 2004 or as soon thereafter as is practicable.

 

BE IT FURTHER RESOLVED that the details and specifications relating to the implementation and application of the curbside program will be prepared under the auspices and guidance of the Board of Public Works and shall be subject to final approval by the Common Council.
