Title

Resolution authorizing the submittal of a Neighborhood Stabilization Program 3 (NSP3) application.

 

Body

WHEREAS, Federal monies are available under the Neighborhood Stabilization Program 3 (“NSP3”) program, administered by the State of Wisconsin, Department of Commerce, for the purpose of purchasing foreclosed/abandoned properties and removing/rehabbing their blighted status; and,

 

WHEREAS, the City of West Allis (“City”), managed through the Community Development Authority of the City of West Allis (“Authority”), already administers NSP1 funds and is familiar with the NSP program and program objectives and regulations; and,

 

WHEREAS, after due consideration thru Resolution No. 832, the Authority has recommended to the Common Council that an NSP3 application be submitted to the State of Wisconsin for the proposed projects as listed in the attached Exhibit A; and,

 

WHEREAS, it is necessary for the Common Council to approve the preparation and filing of an application for the City of West Allis, in conjunction with the Milwaukee County Regional Consortium (City of Milwaukee, City of Cudahy, Milwaukee County, City of West Allis) to receive funds from this program; and

 

WHEREAS, the Authority will continue to manage the NSP1 and if awarded, the NSP3 program, and will review the need for the proposed projects and the benefits to be gained therefrom.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of West Allis authorizes the prep-aration and filing of an application for funds under this program in accordance with this resolution; and

 

BE IT FURTHER RESOLVED, that the Director of Development or his designee in consultation with the Mayor and City Attorney is hereby authorized to sign all necessary documents and negotiate and accept the terms and conditions of the program with the Milwaukee County Regional Consortium on behalf of the City of West Allis for the NSP3 program/application; and

 

BE IT FURTHER RESOLVED, that the City Attorney be and hereby authorized to make substantive changes, modifications, additions and deletions to and from the various provisions of the Contract, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and further documents as may be reasonably necessary to complete the transactions contemplated therein.
