Resolution authorizing the Director of Public Works to enter into an agreement with Architects/Planners to provide architectural services related to the design and construction activities associated with the remodeling of the Veteran's Park Pavilion as a Police Substation.

WHEREAS, in January, 2003, a Task Force was established by the Mayor to come forth with recommendations relative to a Police Satellite Facility on the east side of the City; and,

 

WHEREAS, the Task Force was comprised of various elected officials, city staff and residents; and,

 

WHEREAS, the Task Force met formally on three different occasions in the months of February and March 2003; and,

 

WHEREAS, the Task Force concluded that an east side Police Satellite Facility was needed; and,

 

WHEREAS, a sub-committee was established for the purpose of exploring specific locations in the area of the West Allis Towne Center which might be suitable for such a location, preferably on West National Avenue between South 66 Street and South 76 Street; and,

 

WHEREAS, in the absence of a suitable existing structure at the time, a vacant parcel of property on the east side of the existing Library was considered for the construction of a new building; and,

 

WHEREAS, in anticipation of anticipated reductions in state shared revenue for 2004 and other cost considerations, the decision to move forward with the construction of a new facility was put on hold; and,

 

WHEREAS, the West Allis/West Milwaukee School District Recreation Department ceased using the Veteran's Park Pavilion for recreation programs in 2003 and has no intention of using the facility for such purposes in the future; and,

 

WHEREAS, the vacant Veteran's Park Pavilion has more than adequate floor space to meet the needs of a Police Satellite Facility for the east side of West Allis; and,

 

WHEREAS, the Pavilion could be remodeled to meet the requirements of the Police Department at a cost considerably below the cost of constructing a new facility; and,

 

NOW, THEREFORE, BE IT RESOLVED, that the Director of Public Works is hereby authorized to enter into an agreement with Architects/Planners for $9,950 to provide architectural services related to the design and construction activities associated with the remodeling of the Veteran's Park Pavilion at South 70 Street and West National Avenue as a Police Substation as specified in the attached proposal dated January 31, 2004.

 

BE IT FURTHER RESOLVED, that all costs associated with the design and remodeling of the building come from existing funds in the Police Evidence Fund and the Land and Building Fund.
