Resolution approving various amendments to the FY2013 and FY2014 Community Development Block Grant (CDBG) Action Plans.
 
Body
WHEREAS, there are $162,627 in various Community Development Block Grant ("CDBG") funds to be allocated and transferred to new and existing activities, of which funds consists of $71,802 in increased allocated award funds from the U.S. Department of Housing and Urban Development ("HUD") and $90,825 in excess balances from previously-funded activities; and,
 
WHEREAS, the award of funds must be allocated to programs and activities meeting national objectives of the CDBG Program, such as assisting the needs of low- to moderate-income people and preventing or eliminating slums or blight; and,
 
WHEREAS, various amendments to funding of existing 2013 and 2014 activities, as well as the creation of new 2014 activities are listed below and shall hereby be approved; and,  
 
WHEREAS, the allocation of said funds meets the CDBG eligibility requirements; and,
 
WHEREAS, the Director of Development recommends the allocation and transfer of said CDBG funds.
 
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis, that the following amendments to the FY2013 and FY2014 Community Development Block Grant ("CDBG") Action Plans are hereby approved:
 
1)      Amendment to the FY2014 Community Development Block Grant Action Plan,
B-14-MC-55-0011, relative to increasing the 2014 budget by $71,802 based on allocated funds from HUD.
 
2)      Amendment to the FY 2014 Community Development Block Grant Action Plan,
B-14-MC-55-0011, relative to increasing the 2014 Administration budget of $242,080 by $14,360, for a total of $256,440.
 
3)      Amendment to the FY 2014 Community Development Block Grant Action Plan,
B-14-MC-55-0011, relative to increasing the 2014 Family Resource Center activity and the Frail Elderly Home Services/Interfaith activity budgets of $20,760 and $29,000 respectively, each by $5,384, for totals of $26,144 and $34,384, respectively.
 
4)      Amendment to the FY 2014 Community Development Block Grant Action Plan,
B-14-MC-55-0011, relative to creating a 2014 Handicapped Accessibility - City Hall activity with a budget of $25,000 from 2014 allocated funds.
 
5)      Amendment to the FY 2013 Community Development Block Grant Action Plan,
B-13-MC-55-0011, relative to increasing the Public Facilities/Bike Infrastructure activity budget of $30,000 by $25,000 ($21,674 from 2014 allocated funds and $3,326 from 2013 contingency), for a total of $55,000.
 
6)      Amendment to the FY 2014 Community Development Block Grant Action Plan,
B-14-MC-55-0011, relative to increasing the 2014 Exterior Code Enforcement activity budget of $198,100 by $5,000 from 2013 contingency funds, for a total of $203,100.
 
7)      Amendment to the FY2014 Community Development Block Grant Action Plan,
B-14-MC-55-0011, relative to creating a 2014 Veteran's Park and Liberty Heights Park Improvements activity with a budget of $82,499 from 2011, 2012 and 2013 contingency funds.
