Resolution relative to authorizing the purchase of of CivicSmart AutoISSUE Parking Citation Issuance Software with, five (5) printers with a five (5) year extended warranty, and various accessories for a net sum of $25,875.00 from TAPCO, and five (5) Samsung Note 10 handheld devices, data plans and accessories for a net sum of $5,424.40 from Verizon, for a total sum of $31,299.40

WHEREAS, the West Allis Police Department currently issues handwritten parking citations, which requires a multi-step, time consuming, data transfer process; and,

WHEREAS, the Police Department has determined that the CivicSmart AutoISSUE Parking Citation Issuance Software will dramatically reduce data entry labor and time, while increasing on-line payments of parking citations; and,

WHEREAS, the West Allis Police Department has received a quote from TAPCO, utilizing the OMNIA cooperative purchasing contract, and also utilizing the Wisconsin State Contract for the Verizon Wireless phones and accessories; and,

WHEREAS, the Purchasing Department has researched the vendor pricing and offering of $31,299.40 for the necessary software, licenses, hardware, interfaces, 5-year extended warranty on the printers, 6,000 preprinted thermal paper citations, freight and installation to be fair and reasonable; and,

WHEREAS, there will be expected future annual costs of $2,399.40 for Verizon wireless data plans, and an annual cost of $4,500 for TAPCO software and data hosting and support; and,

WHEREAS, the purchase of these items have been pre-approved by the Police and Fire Commission at their meeting on 01-16-2020, as well as included in the 2020 City Capital Improvement Program, and with planned use of bond funds; and,

WHEREAS this initiative will be funded from the Buildings and Facilities, Police, Public Safety, Computer Equipment account, and charged to account # 354-2101-521.51-11.
