WHEREAS, On March 5, 2019, the Common Council of the City of West Allis passed Resolution R-2019-0170 authorizing the City Engineer to file applications for any grants available with the Wisconsin Department of Natural Resources for the purpose of implementing measures to control urban storm water runoff pollution sources pursuant to Wis. Stats. 281.65 or 281.66, and Wisconsin Administrative Code Chapters NR 151, 153 and 155; and,

WHEREAS, the Wisconsin Department of Natural Resources has now awarded a $58,700 grant to the City of West Allis through the Urban Nonpoint Source Water Pollution Abatement and Storm Water Management Grant; and,

WHEREAS, This grant will be used to update the City's current water quality management plan to aid in understanding the impacts of the total maximum daily load (TMDL) limits that will impact the Milwaukee River Basin. The proposed update will build upon previous planning efforts dating back to the April 2014 citywide pollutant-loading analysis when the City conducted its last comprehensive stormwater quality analysis. The City has lands tributary to several major watersheds including the Menomonee River, Underwood Creek, Honey Creek, and Kinnickinnic River, which are all part of the Milwaukee River TMDL. The study will result in an implementation plan that will guide the City towards the long term goal of meeting TMDL wasteload allocation targets in a cost-effective manner. With the proposed grant funding, this project is intended to review, protect, and move forward effective storm water management in the City and improve water quality in the Milwaukee River Basin.
