Title

Resolution to amend Section 8.0(3)(L)3 of the City of West Allis Policies and Procedures Manual Policy No. 1410, Total Benefit Package (TBP), relating to Health and Dental Insurance for Elected Officials

 

Body

WHEREAS, prior to 2019, alderpersons were eligible for health and dental benefits with premiums paid by the City, less an HRA-based premium share percentage of 12% to 20% paid by participating alderpersons; and

 

WHEREAS, with the implementation of the Total Benefit Package in October of 2018, the Common Council increased the premium share paid by alderpersons such that, effective with the Terms of Elected Office which commence in 2019 and subsequent years, alderpersons were to pay a prorated premium share based on FTE consistent with other part-time employees and defined in the annual budget document and/or ordinance; and

 

WHEREAS, comparable Wisconsin municipalities that offer health and dental benefits to their part-time alderpersons require participating alderpersons to pay the full premium; and

 

WHEREAS, West Allis alderpersons are part-time and it is desirable to phase out City-paid health and dental benefits to alderpersons to further reduce future costs to the City.

 

NOW, THEREORE, BE IT RESOLVED by the Common Council of the City of West Allis that Section 8.0(3)(L)3 of Policy No. 1410, Total Benefit Package (TBP), is approved as presented in the attached copy.

 

BE IT FURTHER RESOLVED that the City Administrator is authorized and directed to include the amended Policy No. 1410 in the City’s Policies & Procedures Manual and distribute said policy to all departments, divisions, and offices.
