2.40 Board Of Review How Constituted. The Board of Review shall consist of five (5) residents of the City, none of whom shall occupy any public office or be publicly employed. The members shall be appointed by the Mayor, with the approval of the Common Council, and shall hold office as members of the Board for five (5) years and until their successors are appointed and qualified, the first appointments to be for one (1), two (2), three (3), four (4) and five (5) years, respectively. The Board members shall serve without compensation. The City Clerk shall be the Clerk of the Board, without vote, shall keep a record in the minute book of all proceedings of the Board and shall take notes of the testimony taken on hearings before the Board. Functions and Duties. The Board shall have such functions and duties as are prescribed by Wisconsin Statutes, particularly Secs. 70.45 and 70.47 thereof. Confidentiality of Income and Expense Information. Whenever the Assessor, in the performance of the Assessor's duties, requests or obtains income and expense information pursuant to Section 70.47(7)(af), Wis. Stats., or any successor statute thereto, then, such income and expense information that is provided to the Assessor shall be held by the Assessor on a confidential basis, except, however, that said information may be revealed to and used by persons: in the discharging of duties imposed by law; in the discharge of duties imposed by office (including, but not limited to, use by the Assessor in performance of official duties of the Assessor's office and use by the Board of Review in performance of its official duties); or pursuant to order of a court. Income and expense information provided to the Assessor under Section 70.47(7)(af), unless a court determines that it is inaccurate, is, per Section 70.47(7)(af), not subject to the right of inspection and copying under Section 19.35(1), Wis. Stats.
